To The Right Honourable Glen Murray, Ontario Minister of the Environment and Climate Change
Whereas The Source Water Protection Committee made a recommendation in February 2010 to the Minster of the Environment to add excavation that breaches the aquatard protecting a municipal drinking water supply aquifer to the list of activities that are prescribed drinking water threats.
Whereas The Source Water Protection Committee made the following statement in that 2010 letter: “There is no doubt that excavating the protective layer of a municipal aquifer affects or has the potential to adversely affect the quality of water used as a source of drinking water, and we believe that a source protection program is incomplete if it cannot address this.”
Whereas The Source Water Protection Committee made the following motion in November 2014 “That the Lake Erie Region Source Protection Committee continues to express their concerns with regard to land uses and activities that penetrate the municipal aquifer and or increase the vulnerability of wellhead protection areas or intake protection zones”
Therefore, we, the undersigned call on the Right Honourable Glen Murray, Ontario Minister of the Environment and Climate Change, to approve the Source Protection Committee’s request to include “land uses and activities that penetrate the municipal aquifer and or increase the vulnerability of wellhead protection areas or intake protection zones” as threats to source water.
Update letters from Roy – letter #2
Update on the resolution I presented at Source Water Protection re Excavation below water table.
As you will recall the motion requested that our Chair of Lake Erie SWP take this issue and motion to the next meeting of all the chairs for SWP in Ontario (19 Chairs)
This meeting took Place on March 2 and 3rd. the following was contained in report SPC 15 03 01 from our meeting this afternoon.
Re Land uses and activates that penetrate into the municipal aquifer and or increase the vulnerability of the wellhead protection areas and intake protection zones
“ In response to resolution 56-24 passed by the Lake Erie Region Source Protection Committee on December 4, 2014 this issue has been brought forward to the chairs meeting on March 2 and 3 2015. Lake Erie Region received support from the other source protection committee chairs. It was resolved that a letter should be sent on behalf of all the chairs to the Minister of Natural Resources and Forestry, asking that the Minister reach out to the Source Protection Committees and ensure that this issue can be satisfactorily addressed as part of the review of Aggregate Resources Act Staff will be drafting a letter for review by the Chairs”
This is good news that the issue is moving forward (as we all know these things take time) All chairs will sign the letter to the Minister. The Aggregate Resources Act is presently under review and all SWP committees throughout Ontario will be requesting to be consulted and to have a voice on this issue.

Lake Erie Source Protection Committee
On November 6 the Lake Erie Source Water Protection Committee met and I stood before the Committee to again voice the concerns of many of the residents of the County with respect to the aggregate industry breaking through the water table and exposing the source water to various sources of potential contamination. The committee entered into a discussion on the topic centering around the challenges of changing land uses i.e. from agricultural use to aggregate use and the fact that there is no opportunity in the source water mandate to address these challenges with respect to policy within any Local Source Water Protection Policy. In changing any land use through a zoning change or implementation it was felt by the committee there is a very real concern that an increased threat or risk may arise and action in terms of revising policy within a protection policy should be available to that local authority.
As a result of the discussion I presented the following motion.
“THAT the Lake Erie Region Source Protection Committee continue to express their concerns with regard to land uses and activities that penetrate into the municipal aquifer and or increase the vulnerability of wellhead protection areas or intake protection zones.”
The motion was passed unanimously by the Committee Members with instructions to the Chair to forward it to Minister Glen Murray (the new Minister of Environment and Climate Change) along with a letter of explanation.
I further requested that the Chair of our Source Protection Committee take the motion and present it to the next meeting of the 12 Chairs of other Source Protection Committees throughout Ontario seeking their support and endorsement of the resolution and forward same through their individual Committees. This was also endorsed by the membership and the Chair agreed to the action.
I would request that you review the resolution and endorse same and forward with your letter to the Minister.
I will be forwarding this resolution to the City of Brantford, City of Hamilton and the County of Brant Councils requesting they consider the matter endorse the resolution and forward to the Minister as individual Municipalities.
It is my position that the only way we are going to get the Minister to reconsider the MOE position is to have all of Ontario join in and be part of the vocal community on this issue.
